SRJS was a 5-year partnership of IUCN NL, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.wwf.nl\/wat-we-doen\/aanpak\/internationaal\/lokale-bevolking\/conservation-for-and-with-people\/land-and-environmental-defenders-in-danger\" target=\"_blank\">WWF NL<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.government.nl\/latest\/news\/2020\/12\/31\/looking-back-on-5-years-of-dialogue-and-dissent\" target=\"_blank\">the Netherlands Ministry of Foreign Affairs<\/a>. From 2016 until 2020 the programme enabled collaboration between 212 Civil Society Organisations (CSOs) in 16 low- and middle-income countries, to strengthen the capacities necessary for effective lobby and advocacy (L&amp;A). These CSOs were empowered to set up inclusive partnerships aimed at improving the public and private sector policies and practices that are required to secure ecosystems-based international public goods (IPGs). These goods are climate resilience, water provisioning, food security and biodiversity.<\/h4>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p class=\"has-cyan-bluish-gray-color has-text-color\"><em>Header photo by Guyra Paraguay Estacio\u0301n Los Tres Gigantes &#8211; Ri\u0301o Palmar<\/em><\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">1. Capacity strengthening<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Over the course of five years, SRJS strengthened the capacities of 191 CSOs in the fields of, inter alia, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/en\/news\/guide-presents-top-business-engagement-tips-for-conservation-organisations\/\" target=\"_blank\">business<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/en\/publication\/guide-for-conservation-organisations-how-to-engage-the-financial-sector\/\" target=\"_blank\">financial institutions engagement<\/a>, L&amp;A, environmental law, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/en\/blog\/blog-unlocking-the-full-potential-of-integrated-landscape-management-with-data-from-space\/\" target=\"_blank\">innovative monitoring methods<\/a> and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/en\/news\/case-studies-on-environmental-assessment-in-landscape-management\/\" target=\"_blank\">strategic environmental assessments<\/a>.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>The main lesson learned is that <strong>capacity strengthening is most effective when learning is drawn from practice, informed by real-life problems, solutions and opportunities, and involves a diversity of stakeholders.<\/strong><\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" data-src=\"http:\/\/www.iucn.nl\/app\/uploads\/2021\/06\/srjs-results1.png\" alt=\"\" class=\"wp-image-27094 lazyload\" width=\"462\" height=\"283\" data-srcset=\"https:\/\/www.iucn.nl\/app\/uploads\/2021\/06\/srjs-results1.png 922w, https:\/\/www.iucn.nl\/app\/uploads\/2021\/06\/srjs-results1-300x184.png 300w, https:\/\/www.iucn.nl\/app\/uploads\/2021\/06\/srjs-results1-768x471.png 768w\" data-sizes=\"(max-width: 462px) 100vw, 462px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 462px; --smush-placeholder-aspect-ratio: 462\/283;\" \/><\/figure>\n<\/div><\/div>\n<\/div>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">2. Gender, social inclusion and civic space<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Over the past five years, civic space has decreased in many countries across the globe. Some CSO partners have been threatened and, tragically, even killed. SRJS enabled <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/app\/uploads\/2021\/04\/24-7_brochure_conference_digitaal.pdf\" target=\"_blank\">CSO partners to defend their space<\/a> by providing improved safety protocols and emergency funds for Environmental Human Rights Defenders. The programme also contributed to increased awareness of the importance of <a rel=\"noreferrer noopener\" href=\"https:\/\/genderandenvironment.org\/srjs\/\" target=\"_blank\">gender mainstreaming<\/a> across <a rel=\"noreferrer noopener\" href=\"http:\/\/www.iucn.nl\/women-leadership-in-srjs\" target=\"_blank\">all participating CSOs and at community level.<\/a> The final evaluation concluded that SRJS paid adequate attention to the issue of gender and that both <strong>Indigenous People and Local Communities and women increased their participation in development processes<\/strong>.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\"><li><a rel=\"noreferrer noopener\" href=\"https:\/\/online.iucn.nl\/srjs-highlights\/civic-space-gender-inclusion\/\" target=\"_blank\">Read more about the work of SRJS partners on gender, civic space and inclusion<\/a><\/li><\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">3. Partnerships, networks and dialogue<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>The SRJS programme resulted in a diverse range of partnerships and networks. SRJS increased the capacity and confidence of its CSO partners to both participate in and facilitate partnerships and networks. Partnerships were established across the national CSO movement, with communities and government authorities. <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/publicatie\/vijf-tips-voor-het-betrekken-van-bedrijven-bij-natuurbehoud\/\" target=\"_blank\">Engaging with businesses<\/a> in a meaningful way proved more difficult; not all businesses are open to dialogue on how to secure ecosystem services. Where engagement was <a rel=\"noreferrer noopener\" href=\"https:\/\/www.iucn.nl\/en\/updates\/the-csr-cafe-where-business-meets-civil-society\" target=\"_blank\">successful<\/a>, this was largely due to commitment from local business units. Changes in policies and practices<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Natural ecosystems are better protected when government and corporate policies &amp; practices are inclusive and green. SRJS\u2019s L&amp;A efforts led to 1116 examples of change to policies and practices by government agencies, businesses and communities (see Highlights Outcome Harvesting publication below this article). <a href=\"https:\/\/www.iucn.nl\/en\/publication\/five-years-shared-resources-joint-solutions-the-results\/\">These changes in policies and practice contributed to the following impact<\/a>, the development and adoption of operational plans for integrated water resources management for 510.000 hectares of river basin; 2.669.000 hectares of forest land under improved sustainable forest management, leading to decreased deforestation; and 97.000 hectares of sustainable food production systems. Achievements in biodiversity protection were accomplished indirectly; watershed, forest or wetland protection securing critical habitat for 383 endangered species. The final evaluation concluded that the programme contributed to the <strong>protection and enhancement of ecosystem-based IPGs, mostly related to food and water security<\/strong>.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/online.iucn.nl\/srjs-highlights\/improved-policies-and-practices\/\">Read more about how we strengthened capacity of CSOs to change policies and practices<\/a><\/li><\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">5. Programme governance<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Various studies and evaluations of the programme governance provided useful insights on programme coherence, southern ownership and leadership, collaboration among the alliance members, adaptive management, outcome harvesting and ecosystem impact monitoring. SRJS upheld a decentralised approach, tailored to the specific country contexts, landscapes and the needs of the CSOs. This resulted in strong ownership and autonomy of partners in the implementation of their country and landscape programmes. The overall steering of the programme remained northern-led, managed by a steering group that was based in the Netherlands. One of the major recommendations of the final evaluation was, unsurprisingly, that <strong>the design of any new programme should include southern CSOs from the outset in the design and the overall steering of the programme.<\/strong><\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">Key lessons going forward<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>SRJS set out to strengthen the capacities of southern non-governmental organisations, but evaluations reveal that the capacities of the northern partners were equally strengthened as the programme progressed. All partners have learned lessons on inclusive conservation, gender and social inclusion, the landscape approach, how to influence the private sector and transform funding mechanisms, on citizen science, civic space and leadership. <strong>Empowerment is very important, but empowering people on how to protect nature, its forest, rivers, wetlands and seas and sustain this beautiful planet, has maybe been the most important lesson of all, for all partners<\/strong>.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">Learn more?
