{"id":387894,"date":"2025-11-06T17:02:31","date_gmt":"2025-11-06T16:02:31","guid":{"rendered":"https:\/\/www.iucn.nl\/?p=387894"},"modified":"2026-01-12T12:57:57","modified_gmt":"2026-01-12T11:57:57","slug":"report-locally-led-sustainable-development","status":"publish","type":"post","link":"https:\/\/www.iucn.nl\/en\/publicatie\/report-locally-led-sustainable-development\/","title":{"rendered":"Report: Locally-led sustainable development"},"content":{"rendered":"<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h4 class=\"wp-block-heading\">Shifting the decision-making power in conservation efforts from distant actors to those with <a href=\"https:\/\/www.iucn.nl\/en\/blog\/values-of-nature-as-support-base-for-conservation\/\" data-type=\"link\" data-id=\"https:\/\/www.iucn.nl\/en\/blog\/values-of-nature-as-support-base-for-conservation\/\" target=\"_blank\" rel=\"noreferrer noopener\">ancestral, cultural, relational, material and\/or spiritual ties<\/a> to the land is a promising and necessary way forward. Indigenous People and Local Communities (IP&amp;LCs) know best how to care for and defend the land, often based on generations of knowledge accumulation. For the Green Livelihoods Alliance (GLA), this approach of locally-led sustainable development is more than a principle, it is seen as the basis for real and lasting change. A new report on locally-led sustainable development, co-produced by IUCN NL and Tropenbos International, gives insight into the perspectives and experiences of partners in the GLA.<\/h4>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p><em><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-cyan-bluish-gray-color\">Header photo: Palawan women doing Rainforestation (planting of native trees) in Brookes Point, Palawan \u00a9 NTFP-EP Ph Jonas Vertudez<\/mark><\/em><\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">Learning trajectory<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>To capture the experience and insights of the GLA-partner civil society organisations (CSOs), Tropenbos International and IUCN NL have facilitated a learning trajectory on locally-led sustainable development. Between April 2024 and March 2025, GLA partners participated in four online-sessions and, additionally, in six countries they had face-to-face learning sessions to share experiences and insights.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>\u2018When something is done for me without me, it is against me\u2019. <\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>CSO from the Democratic Republic of Congo<\/li>\n<\/ul>\n<\/div><\/blockquote>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">Insights from the ground<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>During these sessions, the CSOs shared stories about how they support IP&amp;LCs to protect forests and sustain livelihoods. The participants were invited to reflect, to listen and to consider what it truly means to support initiatives that grow from the soil of communities, rather than from external agendas. Value local knowledge and wisdom as the starting point<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Local knowledge, rooted in generations of lived experience, is foundational, like roots to a tree. It shapes values, practices, and customs across all phases of locally-led initiatives.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Recognise IP&amp;LCs as the true experts; adapt your methods to learn from them.<\/li>\n\n\n\n<li>Respect the diverse forms in which knowledge is expressed.<\/li>\n\n\n\n<li>Integrate Indigenous and local knowledge into project design, indicators, and reporting. <\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">2. Prioritise basic needs and secure livelihoods<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Basic needs and secure livelihoods are not a luxury, they are the soil without which nothing can grow. Without them, long-term goals like forest protection remain out of reach.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Prioritise urgent needs like food, shelter, and safety while introducing sustainability frameworks. Support initiatives that emerge from within the community, especially for marginalised groups.<\/li>\n\n\n\n<li>Leave room for immediate needs and urgencies. <\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">3. Advance inclusivity and participation with concrete measures<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>True growth means moving in step with communities, honoring local customs, and uplifting marginalized voices &#8211; such as women, youth, and elders.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Adapt to the lived experience of marginalised groups.<\/li>\n\n\n\n<li>Recognise that participation and inclusivity may differ from mainstream practices.<\/li>\n\n\n\n<li>Allow for an ample time frame needed for a thorough process.<\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>\u2018You have to be very flexible when working with IP&amp;LCs, because for example, their notion of time may differ from Western timelines. We need to understand the context the people come from, and be respectful. It is also important to decolonise our vocabulary, and ensure that we adapt our methods and processes, together with the people to ensure that these are meaningful and relevant to them.\u2019 <\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>FCDS, Colombia<\/li>\n<\/ul>\n<\/div><\/blockquote>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">4. Acknowledge the importance of context: no one-size-fits-all approach<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Locally led approaches must reflect unique ecological, cultural, and social conditions &#8211; and be adaptable as these conditions change over time.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Support IP&amp;LCs in creating their own methodologies, tools, processes, and indicators that reflect their own unique context and values.<\/li>\n\n\n\n<li>Treat locally-led initiatives as living systems that can evolve with time, shifting conditions, and community needs.<\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">5. CSOs have a role as bridges between IP&amp;LCs and external actors<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>CSOs can connect IP&amp;LCs with external actors, amplifying voices and protecting space for self-determination.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Increase awareness on rights, and link to international law.<\/li>\n\n\n\n<li>Support community-decision making, ensuring space and time for dialogue.<\/li>\n\n\n\n<li>Ensure safety and security for both CSO staff and communities.<\/li>\n\n\n\n<li>Promote fair and transparent consultation processes.<\/li>\n\n\n\n<li>Safeguard land and cultural rights in alignment with legal frameworks (e.g. UNDRIP).<\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">6. Develop networks among IP&amp;LCs to strengthen a collective voice<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Like a forest canopy, strong networks foster resilience and influence.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h5 class=\"wp-block-heading\">Recommendations<\/h5>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>Support trusted local leaders -especially women and youth- to build (intergenerational) networks.<\/li>\n\n\n\n<li>Facilitate inter-community exchanges and dialogues that deepen solidarity and shared strategies.<\/li>\n\n\n\n<li>Create spaces for communities to collectively advocate and negotiate with external actors.<\/li>\n\n\n\n<li>Invest in long-term support for network building.<\/li>\n<\/ul>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>\u2018We facilitate dialogue, because we believe if we empower these communities, they can be part of something bigger.\u2019 <\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<ul class=\"wp-block-list\">\n<li>ATM, Philippines<\/li>\n<\/ul>\n<\/div><\/blockquote>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h3 class=\"wp-block-heading\">7. Organise flexible funding<\/h3>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>To truly empower local leadership, funding systems must be restructured to prioritize simplicity, equity, and direct access.<\/p>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>The presented insights are not exhaustive or definite, they are the beginnings of further conversations and discussions to ensure that good intentions become more than just a buzzword.<\/p>\n<\/div>\n\n\n<div class=\"background background-preset-secondary\" id=\"block_c7f67a827104b85f6749a61769c306a9\">\n             <div class=\"dark custom-padding-top\">\n    \n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<h2 class=\"wp-block-heading\">What does locally-led mean?<\/h2>\n<\/div>\n\n<div class=\"block block-container small-12 large-offset-1 large-10\">\n<p>Locally-led initiatives aim to shift power, agency and ownership of initiatives to local actors and communities. With the term locally-led sustainable development, we mean to include the principles behind terms such as locally-led adaptation (LLA), locally-led conservation and locally-led livelihood improvement. The main concept is that the initiatives are defined, prioritised, designed, monitored, and evaluated by local communities themselves, enabling a shift in power to local stakeholders, resulting in more effective interventions (Rahman et al. (2023).
